His demands were quite honest, but he wasn't a true diplomat. Surely he must've stated his demands in an improper manner. He's always given his Prime Minister a great deal of trust in these matters. "Aye, I understand your... Aruetyc ways, what are your terms?" Mand'alor Jurkadir quickly retorted to his Alliance colleague. Surely he wasn't going to really leave without making several turns making and compromising terms? "Surely, since it is your government... You should put forth such terms first?" Mand'alor Jurkadir stated. It was apparent now that what the Prime Minister did was improper.

As Prime Minister Baatir walked up the ramp to the transport shuttle apart of his convoy, he made his way to the restroom. Closing the door, he wasn't going to actually go to the restroom. He withdrew a small comlink he had in his suit pocket. Dialing the frequency, he made a call to an RIS communications node, that would direct him back over to the Imperial Security Bureau. Surely they'd recognize him, he wanted answers of why the Imperials were here. He didn't want a war.

Director Fenris found himself being called away like a mere dog on a leash, but whomever wanted him was contacting him, was on a Gold channel. Their was very little people who were given such devices for communication. He arrived at Operations Room in the ISB HQ on Anaxes, he walked straight up to an Intelligence officer of some apparent rank. Before Fenris said a word, the man said everything he needed to tell.

"The Mandalorian Prime Minister, you say? Well by all means put him thru." Fenris paused to pick up a headset, then motioned for the channel to be opened. "Mister Baatir, what do I bestow this honour on?"

"Aye, Fenris it seems the Emperor has made his entrance. Is he here for the meeting, or does he not know and intends to have war?" Prime Minister Baatir asked, it was strange that they've been here for hours, but the Imperials haven't even motioned themselves yet. "The Clan Chiefs are becoming impatient, if we don't finish soon... There may not be a Mandalorian Federation." Baatir quickly stated, following up on his previous sentence. He probably interrupted Fenris at that point, it was disrespectful but this is a matter of great importance.

P.S. Who's the Chief of Security again? Wasn't it Seaas? Or was it someone that quit?)

President Omar ad the Alliance Delegation returned to their seats, quite satisfied with the Mand'alor's willingness to do what he must to allow peace. "Perhaps, your intentions are pure. Arianna, note this moment. A sign of compassion from the Mandalorians, a rare occasion indeed. Of course, we must have equal representation in this new found Union. Everything must be sanctioned by the Triumvirate, and the name shall continue as such to show the unity of the Jedi, the Alliance, and the Mandalorians. The People's Oligarchy has agreed to simply have their way politically by forming their own political party in the Senate. Anyhow, your clan chiefs would represent their respective clans, which would thenceforth be divided into subcommittes, and be Senators."

Fenris knew of the Emperor's actions, but he hadn't known he had arrived in system already. The meeting to form this fabled 'Galactic Union', would take months, if not years to form out. Fenris had expected the Emperor to at least wait some time before arriving, alas he was wrong. "Stop being a fool Baatir" Fenris retorted. "The Emperor in all in his stupidity, won't start a war with of all people his allies. If hostilities do open up, then evidently the Federation started it. He may misjudge his actions, but he isn't stupid, he won't jeopardise the security of the Empire for some petty little feud with the Federation."



- Meanwhile on the Hood -

The Emperor smiled at the Bothan. "Much obliged, Mister Bossk." he said, as he arose from his throne, a cape wrapped tightly over his body followed him as he stepped down, standing side by side of his Admiral and Bossk. "Do you deem it worthy to escort us to the station, or are we good on our own?"

"Per Protocol, you will be escorted by my crew alongside our evening security, which has been approved by both galactic powers. All militants will be stripped of weapons by Security, or they will be required to stand outside. Are you willing to accept such terms? The Mandalorians have already. We wouldn't want any unfortunate accidents; the Orbital Mansion is truly a work of art. Will our shuttle suffice for your journey to the station?"

They'd never stop moaning if he I don't allow them passage with me. I will make sure they adhere to your protocols." The Emperor stopped and clapped his hands in anticipation. "Shall we go now?"

"He better not jeopordise the security of the Mandalorians..." Prime Minister Baatir retorted to his Imperial counterpart.

"The Oligarchy wishes to step-down from their position? That is very generous." Mand'alor Jurkadir replied to Omar. After waiting for a couple seconds he sighed... It was time to breach the bubble about law. "Surely, there'd be legal clashes. Is there any way to gain exemption from the Alliance's laws if they conflict with out own? And what about law enforcement, will that be kept at a local level?" Mand'alor Jurkadir said, following up.

"We will have new laws, laws that will shape this galaxy henceforth. Laws that can be agreed by every nation, laws that will give our people a better universe."

Bossk, alongside the Emperor, entered the shuttle and ventured to the orbital monument of peace and prosperity. As it descended upon the landing pad, officers were awaiting the Emperor's arrival. During the time of their flight, the Triumvirate and the Mandalorians were already informed that the Empire would, too, be taking part in the Union Summit. Security escorted the emperor to the respective chambers, where he was greeted by the leaders of the galactic powers. Bossk went off to further investigate the Imperial's sudden interest in this meeting....

"Fairest greetings, Your Highness. Welcome to the United Summit. I am proud to put on paper that the three galactic powers have finally set their differences aside and come together for a common purpose, they have realised that their quarrels can no longer be tolerated where poverty still exists in the outermost parts of the galaxy and even in the very communities of our birth. It is high time we start collaborating and getting the people of this galaxy to a Golden Age, an era only able to be birthed through the complete support," the Grand Master glared at the Chief of State for a few minutes then returned to his statement, "of the leaders of this galaxy. Your Highness, we were just discussing some key points about our new government. Have any thoughts?"

Eddard made one last notion before he left on the Federation shuttle. 'Have the Hood leave the system, and return to Imperial space. Theres not need to infringe upon the Federation anymore.' Course' he said, when he wasn't in the presence of the Bothan. The Federation's Inspector needn't know the Emperor's true goal in all of this. He met up with Bossk again in the hangar bay, Bossk has arrived with.

Eddard was flanked by two suited men, obviously genetically altered for a superior performance, but you'd never tell such a thing with out a detail medical analysis. They wore a simple black and white two piece suit. They both relinquished their weapons to nearby Imperial Officers, all twenty-eight weapons in total. These men carried an arsenal.

Eddard sighed, but constituted onto the Federation vessel anyways.



- Some time later on the Federation Sky Mansion -

Eddard braced himself for his entrance, no doubt the dignitaries on the other side of the door, already knew of his of his presence, but still, looks matter. he smiled to himself for a brief second, then motioned for the door to be opened.

He strode into the room, his ISS Agents flanked by his sides. He didn't say a word, keeping the room quiet and sat down at the table. He had forgone his previous attire, for something that didn't scream 'evil overlord'.

"Cal Omar, Jukadir, and Master Illidor. Apologies for my abrupt entrance, you see someone had forgot to send me an invite." Eddard said that with the calmest of voice, smirking as he finished. "I ask you one thing: Not why was I not included, no that does not interest me. I am more intrigued by the Mandalorian willingness for this meeting to go forward." Eddard paused and looked toward Manda'lor Juadir. "Your people cry out for your head on a platter, yet you plan on creating a super-state between yourself and the Federation. Answer me this, are you trying to start a war between your people?"

"Ahem. If I may, Your Highness, the Mand'alor, much like the Prime Minister who is the one who CALLED this meeting, desires peace. Apparently, even if it risks his glorious reign. Once we are united, there shall be no more quarrels. There will be no more Clan Chiefs. There will be a Galactic Assembly. If the Clan Chiefs so desire, they will get involved with the Assembly Committees and express themselves. If they wish harm for the Galactic Union, they will be brought to justice in the courts. Our violent ways of old will perish with this Union. We will start anew. Emperor, will you join us?"

President Omar almost choked when the Emperor was asked to join them. He knew the Emperor desired to be in the talks, but to JOIN them? Was Illador mad? He could not bear to be in his presence in the first place. His smile was merely a facade he had practised for far too many years, such a waste of his precious time, but the Senate demanded it of him. If Cal was not bound by the Laws of the Federation, he would have spoke his mind long ago, but he promised to allow the Grand Master to do what he does best--peacekeeping.

"Emperor, it is good you have joined us." Mand'alor Jurkadir replied to his Imperial colleague. He had seemed to have tactically ignored his question, specifically about war. "Aye, where is that Minister?" Mand'alor followed up, where was he? Surely whatever he was doing, wouldn't take this long. Surely he had just came through the door, conveniences always pop up when they have the opportunity in this galaxy...

As Baatir entered the room, he was meeted with the stereotypical sound of a sci-fi door opening "Fooosh". Sounded like pressurized air, why? As he entered the room, he saw the Emperor, why was he here? "Emperor, you've joined us. What a... Pleasant, surprise." Prime Minister Baatir stated. He was shocked that the Emperor actually decided to join, he thought it'd be much later. No matter, the meeting must continue! "So, if the Emperor wishes to join us... Surely we'd need a five-person council to represent us all?" Baatir stated, naturally being ignorant of the Oligarchy's stepping down due to being absent. Surely now the Republic or the Jedi had to step down, the Mandalorians respected the Jedi, but not the Republic, choices were obviously tied.

"If you wish to know, Emperor, there isn't any of this tensions you describe. I for one, know that my rule is supported by all corners of the Royal Federation." Mand'alor Jurkadir stated after some time. Baatir gave him a quick glare, surely he was lying or something. That didn't matter right now though.

Eddard smirked at the Jurkadir's reply, either this man was a damn fool, or a man who could lie to himself and believe it. Either way, he was still a fool, not realising some of his closest aides, even the entire Clan Council were Imperial sympathisers. Eddard knew not the specifics but he knew what Jurkadir's rule would end very soon, if he wasn't careful, which he evidently wasn't. Eddard sat back in his seat, putting his feet against one of the tables supports.

"Right, right, yeah that's nice." Eddard said in a satirical tone. "But alas we aren't here to point out the failures of Jurkadir's failure of a government." Eddard made sure, to be staring right at Baatir when he said that. "We've all came here today, in the vain hope that maybe, just maybe all these powers here today, can put aside our petty differences and come together to form this 'ere Super Union of yours."

Eddard paused for a second to catch his breath, and said what he had say sink in. "We all want something from the Union, the Federation will demand a peaceful regime, with a majority of control to them. The Mandalorians a more Militant style, with a harsh reality to well everything, but that's the Mandalorians for you. The Jedi, want the same as the Federation, only with more butterflies. I on the other hand, have only two conditions. Simple ones at that. The Galactic Empire gets a seat on the Ruling Council of the Galactic Union, and a 35% share in every other judicial & government, economical branches.

"The second, being that the Imperial Officers Corps., becomes the main source of Officers and General Officers within the to-be-formed Galactic Union Peacekeeping Forces. Essentially the IOC would comprise 60% of the Union's military Officers and General officers. If you fail to comply with our two conditions then quite frankly there's something wrong with you."

"What five factions do you speak of, Prime Minister? The Oligarchy is now legally a subdivision of the Galactic Federation of Free Alliances. Now it is only us and the Jedi, as it always has been. Therefore, the Ruling Council, henceforth officially known as the 'Inner Council', will replace this Triumvirate of sorts and represent all four bodies. To approve of anything, 3/4 must approve. For massive movements of our military, the proposal must be unanimously agreed upon. To change the type of government or positions of authority, it must be unanimously accepted by the Inner Council and approved by the Galactic Assembly."

"There are no shares. We are a Union, not an alliance. You are no longer the Empire. We are no longer the Federation. The Mandalorian Federation ceases to exist as well. This will spark a new age, the greatest dawning of time since the Old Republic. We will have established a Golden Age. Everything that belongs to what you may call the 'Federation' belongs to the Galactic Union. Nothing is owned by a particular entity of the Union. No faction has more pull than any other. We will all work together and unity will be enforced at all times. Corruption will always be stopped as soon as it is discovered."

"All officers will undergo a whole new training, that shall be unanimously agreed upon by the Galactic Inner Council. The officers that pass our training will be the officers of the Galactic Union, but I am not willing to just let you have your way with us as you please. If our men have to do it, so will yours."

"Are we ready to make this happen?"
said the Grand Master.

"What?!" Prime Minister Baatir exclaimed, it was rather surprising for an official that was just professional during the whole meeting. Mand'alor was just making absurd demands to the federation...

"So, for this union. We lose our individuality, and who we are?" Mand'alor Jurkadir stated, this was a grim reality for the possible union. The smallest minority would have to be ignored for such a large government, the individual. Could this union even stand, if it ignores the needs of the individual? "Unless we may remain as a sub-division, this union... Simply isn't possible." Mand'alor Jurkadir stated, following up from his previous sentence. His words spoke of treachery against the very purpose of the meeting, but he wasn't going to let go.

"The Mandalorians make simple demands. We retain our military, I think our past conflicts proved... Inferiority, on your end. Or we could have the Mandalorians merge and our officers enabled the ability to train new alliance recruits. Our laws concerning violence, are much more lenient, and our army benefits from the discipline." Prime Minister Baatir stated, he didn't want the whole room to turn into a powder keg. The Mandalorians, as well as the Empire, held a strong sense of individuality. "Let's discuss one topic at a time. The military first, without it, we are defenseless." Prime Minister Baatir said, following up.

"No! We must discuss what this union means. If we lose who we are, all is lost." Mand'alor Jurkadir said, damn near shouting now.

Master Illador groaned as the Mand'alor demanded this entire meeting collapse because we all have to sacrifice something. "Listen, even our own Chief of State rather not get involved with this, but he has, because I have proved to the people this is what is in the best interest of the galaxy, not just our government, but the Mandalorians and the Empire. Together, we will be stronger than we ever know. We will have a peaceful galaxy. Also, as long as I live, as long as the Jedi lives on, and as long as our Chief of State is in power, there is no way in this universe that we will have laws that impose harsh discipline upon our citizens. Our united government is NOT a dictatorship. That's the end of that. Mandalorians, may I remind you that this meeting was called by your Prime Minister?"

"And, yes, we ALL lose our individuality. Don't feel sorry for the minority when we are all sacrificing something. We are not a federation, we are a union. We come together to form a Union with one central government. The Galactic Council will consist of any and all citizens elected by the people, no matter who it is or where they come from. There shall be strict guidelines to govern our government and ensure we do not have a recurrence of the Palpatine incident. Right, Emperor?"

"As long as you live?" Mand'alor exclaimed, obvious emphasis on the word you. What did the New Republic think they were, and the Jedi at that fact? Their alliance surely wasn't the "last bastion of civilization and freedom" as they are making it out to be. "I would like to inform you, that nothing passes our government without my consent, the royal ascension in our approval procedure." Mand'alor stated, almost sounded as a threat, that he wouldn't ascend the bill for merging, thus performing an effective veto.

"If this is not a federation, then how do we determine who'll be in charge? Surely, you, as the largest member of said union, would gain dominant power. The population already knows and accepts you, the rest of us would become mere shadows." Prime Minister Baatir retorted to Illador. He was at least being respectful, and non-threatening, to him professionalism is of utmost importance in all situations that call for it.

"This union will collapse, if you forget the smallest minority, the individual, then you just keep power in another minority. No one will be truly represented in the end." Mand'alor mumbled, his speech was clear, just quiet and snarky.

The Master Jedi caressed the Manda'lor's cheek, disappointed in his ill-temper. "Child of the Force, peace be with you. This is a Summit, not the Senate. Do not dare raise your voice and disrupt these peaceful talks. Both of our governments have agreed to join at this location to have peace. We are weary of the constant aggression between our respective galactic powers. While we can hold out for several generations without any damage, why? Why would we resort to violence, the death of thousands upon thousands of lives, on both ends, when we can resolve our differences here and now? Already, we have had to give up so much from this meeting. We gave up our sessions in Senate, our meetings with various individuals, our precious time."

"If you want to continue this meeting, laws that involve severe abuse of citizens that have always been free and under democratic rule will not be accepted, and you will face that fact. Unless, of course, you wish to end this meeting now?"
retorted the Grand Master. He would not stand here and be bullied by those that insisted the Federation's presence in the first place. They must learn to conform to others' wishes if they truly believed in a Confederation, and, with the new Prophecy, only the gods of the galaxy could help us all divided. Carrying on with his response to the Prime Minister, Master Illador calmly replied, "I appreciate your concerns, Prime Minister, something any true leader would inquire about. When one speaks of a Union, they speak of not just individual powers coming together, but they speak of individual powers merging for the better good. A Union signifies a collective, not a confederation of independent states. After the Galactic Union Agreement is signed, we will be one identity in full force. We will have democracy in action. Senators will be elected as the people see fit. The Federation may have a population advantage but this Union is what the people cry out for. They believe it to end poverty and other numerous issues we have faced, issues we have all faced. We have to look past external affairs with other governments and look towards the future of our people, our own children, and their children, and their children's children. I will say this once and for all: do you all here agree to that concept of the Union? If not, we will gladly walk, for I am confident that sacrificing our identity will lead us one step closer to peace. I would hope that you share the same belief." Ilador found his seat and awaited his answer as he sent a waiter to fetch him a glass of water.

Omar didn't seem so...swayed. Rather, he didn't want to see this Union through, but what could he do when so many supported this Bill? When so many thought it was right? Uncomfortably, he rose and left the heated chamber to take a walk, ignoring the formalities.

Eddard sat him his chair, silently observing the meeting he had just gate crashed. The words he has said, had set this argument in motion. 'Just as planned', he thought to himself. He waited for a few specific words to come from either Illador or Cal's mouth. "And ... what of the Jedi?" Eddard asked, the room fell silent afterwards.

"If like you say, we all loses out Identities as nations and peoples, then by all rights the Jedi should follow suite aswell, since they're a nation of people, as much as the Empire is a nation of people. So, what happens if we all lose our Identities, then so must the Jedi aswell."

After having been caressed on the check by the Jedi... He maintained his frown and disgust at the current situation. He did feel more respect for the Jedi, than the Republic, but it wasn't helping unfortunately. "Severe abuse? Have you ever ventured your precious suites, into the Outer Rim? It's a much different environment, the people are hardy and demand a different form of government. People are actually represented from the lowest classes, not rich corporates who can afford mass advertisement." Mand'alor Jurkadir stated, he was much more calm now than before... He didn't wish to end the meeting, yet.

"If we do form, then we all lose. One former power will dominate the other former powers. In the end it'll just end up as one of us, dominating the rest in a "Union"." Prime Minister Baatir retorted to his Jedi colleague.

Smirking, the Master Jedi sensed this was in the Emperor's heart for a while. He predicted their identity would be questioned sooner or later. It was better sooner than later anyway. "The Jedi are here to keep the Peace in the Galaxy. We are merged with the Galactic Federation of Free Alliances. One nation for peace. We are its Judicial Branch. Unlike the Oligarchy, we are not an "individual entity". As always, we have been allies of the Federation and will continue to be that of the Union. We are not a state. We are an Order. Eddards eyed up Illador across the table, the Jedi's words contradictory. "If you are the 'Judicial Branch', then by all accounts the Jedi Order should be dissolved with the dissolution of the Galactic Federation. Unless of course, the Jedi's mere position is to be exempt from all others? Which is most unfair, since you are as you say, part of the Galactic Federation." Eddard paused to take a breath. "It would make sense for a more, well unified state of arms. The Jedi number in some several thousand, yes? The Imperial Fists and Mandalorian Knights, number in at several hundred million combined. Tell me why, if the Jedi are to stay unchanged, then why shouldn't the Fists and the Knights stay aswell?"

Mand'alor was simply shocked at Illador's response, surely this would prove a blow to relations... Such fiendish behavior! Prime Minister Baatir sighed, he couldn't technically control the Mand'alor, merely advise him. "You dare, threaten the Mand'alor?" Mand'alor Jurkadir slowly stated, voice lowering in tone, obvious contempt filled his emotions. He took the sentence of "The Outer Rim, specifically?" as a threat to the Mandalorians, hence himself. "Surely, your corporates wouldn't be able to resist the onslaught brought by billions... If not trillions, of frontiersmen. They wouldn't accept these unfair laws." Mand'alor Jurkadir stated, following up on his previous statement.

"Mand'alor, surely if you feel threatened, returning them isn't going to help!" Prime Minister Baatir exclaimed, he kinda shouted. It was accidental, and was apparent by his sudden reluctance to talk again. "Now... Let's talk about the Union, and how it'll form as a government. What about this, Galactic Assembly...?" Prime Minister Baatir stated, after some time of silence. He didn't want this whole meeting to fall apart due to one man's... Aggression..... "No, Baatir, you are a fool. I want his answer." Mand'alor Jurkadir said, interrupting Baatir's flow of speech that he had worked so hard to start... Was this meeting at an end? "And riddle me this, Jedi. If peace can be offered to us, then why not the Sith? Surely, if our relations can be peaceful, you could be peaceful with the Sith as well?" Mand'alor Jurkadir stated, he was going into deep water now, raising questions of centuries past.

"No, no, Prime Minister, the Mand'alor is free to express himself. Surely, one can see his own foolery even in the darkest hour?"

"The Galactic Assembly is similar to the Senate, minus the bureaucracy. Procedures and protocols would be similar as well, but I think it would be more beneficial if, rather than having Committees, we had Divisions. The Defence Division would consist of all the Defence staff, but only Senators would represent their needs in the Senate. So instead of having the Defence Committee, we'd have the Defence Division, same with economics and whatnot. Each planet will have one Senator, which may have as many as 3 representatives with them at their podiums at any one time. Ultimately, they answer to the Assembly Chair, who answers to the Internal Affairs Directorate, and then the Galactic Council."
